1. For what kinds of issues is Inspectional Services responsible?

Inspectional Services Department (ISD) is primarily responsible for the permitting, inspection, and citation of private properties within the city. Issues on which ISD would be involved include permits, such as building permits and occupancy permits; inspections, such as for habitability, code compliance and property use or upkeep; and citations for private properties, such as unlawful use, property upkeep, graffiti, vermin, etc.

2. How do I schedule an inspection for my property?

You should contact Inspectional Services by calling 617-394-2220 to request an inspection. Be prepared with the address of the property and the type of inspection being requested (Building, Plumbing, Gas, Electrical or Habitability). Inspections are typically conducted during the following hours:
Monday - Thursday
10 AM to 12 PM
2 PM to 3:30 PM

Please note that these times may vary as inspectors can be called out for emergencies.

3. Are zoning ordinances for the City of Everett available online?

Yes. All of the City's ordinances are available here.

4. Is the Assessor's plan adequate to apply for a building permit?

Generally, no. To conduct a thorough zoning review, a certified plot plan is required.

5. Can I access, download or complete Inspectional Services applications and forms online?

Yes, they're available here.

6. Can I use the mortgage plan the bank gave me for my plot plan?

A mortgage plan is only a rough layout of the structure or structures on a lot, and is only prepared for mortgage purposes. In some cases they may be used, but in most cases, when a plot plan is required, you will need to have one prepared by a registered professional land surveyor.

7. Can I get a copy of my plot plan from the building department?

If your house was built recently, or an addition was constructed which required a plot plan, we may have it on file.

8. Can the engineering department do a plot plan for me?

No. The engineering department does not survey private property.

9. Can I do my own electrical, plumbing, or gas work?

No, the state law requires anyone performing electrical, plumbing or gas work to be licensed.

10. Can I obtain a permit as the owner of the property?

Only the owner of a single or 2 family dwelling may obtain a homeowners permit, and he/she must reside or intend to reside in the dwelling where the work is to be performed. A person who constructs more than 1 home in a 2 year period shall not be considered a homeowner.

11. Can you recommend a contractor for my project?

No. We cannot recommend or comment on any contractors. We can only suggest that you obtain several quotes. You should also make sure any contractor you are thinking about hiring has a valid Construction Supervisor’s License and is registered as a Home Improvement Contractor if your project involves an owner occupied 1 to 4 family dwelling and that he / she has workers compensation insurance.
